Howard R. Foulger, 83, died peacefully at LDS Hospital on January 13, 1998.

Born in Ogden, Utah, to Albert and Rachel Foulger on April 21, 1914. He attended Weber State College and graduated from Utah State University in 1939, with a degree in Range Management. He married Violet Bond on December 16, 1938 and they enjoyed 53 years of marriage.

He had a distinguished 35 year career with the U.S. Forest Service. His first assignments on the forest were the ranger districts in Idaho and Utah. His love of the outdoors made this one of his favorite positions. He also served in the forest supervisor offices, regional offices, and on the Washington D.C. staff. He retired in 1971 as Assistant Regional Forester for Range and Wildlife Management for the Northwestern Region.

Howard and his wife, Vi, enjoyed over 20 years of retirement, traveling the U.S., Mexico and Canada with their many friends. They opened the first western art gallery and frame shop in St. George, Utah. He was a collector of western art and southwest Indian pottery, kachinas, and rugs. He was one of the original members of the St. George Arts Council and will always be remembered as a patron of the arts. His extensive Southwest Indian collection is on permanent display at the Dixie College Library as the Howard and Violet Foulger Collection. He was a contributor to several historical books and a member of the rededication committee for the Mountain Meadows Monument. He was active throughout his life in civic organizations; Kiwanis, Lions, and Rotary. He started the first Boy Scout Troop for the Catholic church in Price, Utah, and was an active scout leader for many years.

Howard's friendliness and positive attitude toward life will be missed by his many friends and family. He is survived by sons, Keith (Ilene); Brent (Barbara); David (Delpha); daughter, Elayne (Sherm) Sorensen; brother, Orson; and sisters, Dorothy Ramsden and Norma Foulger. Preceded in death by his loving wife, Violet; brother, John; and sister, Martha Taggart. He has 15 grandchildren and 20 great-grandchildren.

Funeral Services will be held at Larkin Mortuary, 260 E. So. Temple, 11:00 a.m. Friday, January 16, 1998, where friends may call Thursday evening from 6-8:00 p.m. Interment, will be in the St. George City Cemetery. Graveside Services Saturday, January 17, 1998, 2:00 p.m. with a viewing from 12:00 noon to 2:00 p.m. at Spilsbury and Beard Mortuary, 110 South Bluff Street.
