Frank was called home to our Heavenly Father on December 22, 2020, after a courageous battle with lung cancer. He was born May 24, 1955, in Salt Lake City, Utah, to William Wallis & Lois Layton Shay. Frank was the 7th of 12 children.

At the age of 17, he joined the U.S. Navy and served in the Vietnam War. On July 8, 1977, Frank married his soul mate and love of his life, Peggy Black. Frank retired from UDOT after 30 years. Frank also made a name for himself as the “Pool Table Guy.” Frank’s hobbies were spending time with his family and recovering pool tables. His favorite thing was to be babysat by the grandkids.

Frank is survived by his wife Peggy and four children, Chris (Addy) Shay, Brandy (Phil) Casselbury, Wayne (Alisha) Shay, and Hilary (Ryan) Ehlers. He is also survived by 20 grandchildren and one great-grandchild, three brothers, five sisters, and many brothers- and sisters-in-law. He is preceded in death by his parents, granddaughter, son-in-law, two sisters, and one brother, along with his in-laws. The family would like to thank the doctor and staff at the VA Hospital and Bristol Hospice for their care of Frank.
